0. INTRODUCTION
0.1 General
This International Standard specifies requireme
nts for a quality management system that can
be used by an organization for the design and
development, production, installation and
servicing of medical devices, and the design,
development, and provision of related services.
It can also be used by internal and external p
arties, including certification bodies, to assess
the organization’s ability to meet customer
and regulatory requirements.
Information marked “NOTE” is for guidance in
understanding or clarifying the associated
requirement.
It is emphazid that the quality management
system requirements specified in this
International Stnadard are complementary to
technical requirements for products.
The adoption of a quality management system
should be a strategic decision of an organizati
on. The design and implementation of an org
anization's quality management system is influ
enced by varying needs, particular objectives,
the products provided, the processes employe
d and the size and structure of the organizati
on. It is not the intent of this International Sta
ndard to imply uniformity in the structure of q
uality management systems or uniformity of d
ocumentation.
There is a wide variety of medical devices and
some of the particular requirements of this
International Standard only apply to named
groups of medical devices. These groups are
defined in Clause 3.

이 국제규격은 의료기기의 설계 및 개발, 생
산, 설치 및 서비스를 제공하는 조직 및 관련
서비스를 제공하는 조직이 사용할 수 있는
품질경영시스템에 대한 특정 요구사항을 규
정한다.
이 규격은 인증기관을 포함하여, 내외부 관계
자가 고객 및 법규 요구사항을 충족시키는
조직의 능력을 평가하는데 사용할 수 있다.
“ 주” 는 관련 요구사항을 이해 또는 명확하
게 하는 지침이다.
이 국제규격에 명시된 품질경영시스템 요구
사항은 제품에 대한 기술적 요구사항을 보완
한다는 것이 강조된다.
품질경영시스템의 채택은 조직의 전략적 결
정이어야 할 것이다. 조직의 품질경영시스템
설계 및 실행은 조직의 다양한 필요성, 특정
한 목표, 제공되는 제품, 사용 프로세스 및
규모 및 구조에 의해 영향을 받는다. 품질경
영시스템 구조의 획일화 또는 문서화의 획일
화는 이 국제규격의 의도가 아니다.
다양한 의료기기가 있으며 이 국제규격의 특
정 요구사항의 일부는 특정 의료기기에만 적
용된다. 이러한 의료기기 그룹은 3항에 규정
되어 있다.
0.2 Process approach
This International Standard is based on a proc
ess approach to quality management.
Any activity that receives input and converts
them to outputs can be considered as a process.
For an organization to function effectively, it h
as to identify and manage numerous linked
processes.
Often the output from one process directly for
ms the input to the next.
The application of a system of processes with
in an organisation, together with the identificati
on and interactions of these processes, and t
heir management, can be referred to as the
“process approach”.
0.3 Relationship with other standards
0.3.1 Relationship with ISO 9001
While this is a stand-alone standard, it is based
on ISO 9001.
Those clauses or subclauses that are quoted
directly and unchanged from ISO 9001 are in
normal font. The fact that these subclauses are
presented unchanged is noted in Annex B.
Where the text of this International Standard is
not identical to the text of ISO 9001, the sentence
or indent containing that text as a whole is shown
in italics (in blue italics for electronic versions).
The nature and reasons for the text changes are
noted in Annex B.
0.3.2 Relationship with ISO/TR 14969
ISO/TR 14969 will be a technical Report intended
to provide guidance in the implementation of ISO

근방법에 근거한다.
입력을 받아 출력으로 변환시키는 모든 활동
은 프로세스로 간주될 수 있다.
조직이 기능을 효과적으로 발휘하기 위해서,
조직은 수많은 연결된 활동을 파악하고 관리
하여야 한다.
흔히, 하나의 프로세스로부터 나온 출력은 바
로 다음 프로세스의 입력이 될 수 있다.
프로세스의 파악과 상호작용, 그리고 그에 대
한 관리를 포함하여, 조직 내에서 프로세스로
구성된 시스템을 적용하는 것을 “프로세스 접
근방법”이라 할 수 있다.

0.3.1 ISO 9001과의 관계
이것은 독립적인 규격이지만 ISO 9001에 기
반을 두고 있다.
ISO 9001에서 직접적으로 인용되고 변경이
되지않은 조항이나 세부조항은 정상적인 글
씨체를 사용하였다. 이러한 조항들은 부속서
B에 명시되었다.
이 국제규격의 본문이 ISO 9001의 내용과 일
치하지 않는경우, 내용을 포함한 문장은 전체
적으로 이탤릭체로 씌여진다(전자번역본은
푸른색의 이탤릭체). 변경된 내용의 특성과
이유는 부속서 B에 명시되어 있다.
