Cosmetics

Cosmetics as defined by Japan PMDA

Cosmetics defined by Japan (PMDA) is "for the purpose of applying or spraying on the body or in a similar way to clean and beautiful a person's body, increase attractiveness, change appearance, and protect skin or hair." It refers to easing the action on the human body.
(Article 2, Paragraph 3 of the Pharmaceutical Affairs Act)



Items that fall under cosmetics under the law

  • All makeup products, basic cosmetics, hair tonics, perfume.
  • Toothpaste, shampoo, conditioner, soap, bath products, etc.


Classification of quasi-drugs

All pharmaceutical cosmetics that emphasize preventive effects are classified as non-medical products under the Pharmaceutical Affairs Act.




The cosmetics export permit system stipulated in Japan PMDA

  • According to the regulations of the Pharmaceutical Affairs Act [Cosmetics Standards], it is classified whether it is cosmetics or non-medical products.
  • Only those who have obtained manufacturing and manufacturing permission can register and sell in Japan.
